The Provincial Nominee Program is Canada's second-largest pathway to Permanent Residence after Express Entry — and for many applicants, it is a faster and more reliable route than waiting for a federal draw. Each province and territory operates its own streams, targets its own occupations, and sets its own eligibility criteria. That flexibility is exactly what makes the PNP powerful, and exactly what makes it complicated.

There are over 80 active PNP streams across Canada at any given time. Some require a job offer. Some require prior connections to the province. Some are aligned with Express Entry and add 600 points to your CRS score the moment you receive a nomination. Others operate entirely outside Express Entry and issue a separate provincial nomination certificate that leads directly to a federal PR application. How the Provincial Nominee Program Works

The PNP operates through two distinct pathways:

Enhanced Nomination — Linked to Express Entry Provinces can issue nominations directly to candidates in the Express Entry pool. If you receive a provincial nomination through an Enhanced stream, your CRS score increases by 600 points — effectively guaranteeing an ITA in the next federal draw. This is the fastest combined pathway to Permanent Residence for most skilled workers.

Base Nomination — Outside Express Entry Some streams operate independently of Express Entry. If you receive a base nomination, you apply directly to IRCC for Permanent Residence using a paper-based process. This pathway is slower than Express Entry but opens doors for candidates who don't meet federal Express Entry eligibility requirements.
