Federal Skilled Worker Program (FSW)
The Federal Skilled Worker Program (FSWP) is the most widely used pathway into Canada's Express Entry pool — and the most competitive. It is designed for skilled workers with foreign work experience who have never lived or worked in Canada, and it carries no requirement for a job offer or Canadian education. If you meet the eligibility criteria, you can build a profile and compete for Permanent Residence entirely from outside Canada.
What most applicants don't realize is that meeting the minimum eligibility threshold and building a competitive profile are two very different things. The FSWP uses a six-factor selection grid — age, education, language proficiency, work experience, arranged employment, and adaptability — to calculate your initial eligibility score. Who Qualifies for the Federal Skilled Worker Program?
To enter the Express Entry pool under the FSWP, you must meet all of the following minimum requirements:
At least one year of continuous full-time (or equivalent part-time) skilled work experience in the past ten years in a TEER 0, 1, 2, or 3 occupation
A minimum language score of CLB 7 in English or French across all four abilities
A completed Educational Credential Assessment (ECA) if your education was obtained outside Canada
A passing score of 67 points on the six-factor selection grid
Meeting these minimums gets you into the pool. Getting an ITA requires a competitive CRS score — and that's where strategy matters.
